GLO Discuss Plans to Pre-bundle Lottery Tickets to Reduce Over-charging in Public Hearing

CityNews – A meeting to discuss new plans to bundle lottery tickets and sell them directly to retailers to help put a stop to lottery vendors over-charging for lottery tickets was held in Chiang Mai this week.

 

The Government Lottery Office (GLO) held a public hearing in Chiang Mai on May 8th to discuss the fact that despite three years of enforcement, they had failed to control the price of lottery tickets.

Oh, well, I thought upholding the law and pushing for a 3 month jail vacation holliday package for every lottery vendor that won´t sell for the set price would be much more effective.
After that you can let them pack their lucky bundles themselfs.

I've said this before but Thailand should look at Taiwan's brilliant lottery system. With every item you purchase (even just a pack of gum at 7-11) you get a receipt with a serial number on it. At the end of the week (or maybe it's every 2 weeks) they have a draw and you compare the number on your receipts with the lotto numbers, the more digits you match the more you win. This pretty much ensures near 100% sales tax compliance because every customer is going to demand they get a receipt. The money earned from all the additional sales tax revenue far exceeds any traditional lottery ticket sales program such as the one in Thailand.

To me I still think moving to al all e-sales channel is the NWT way moving forward... for me the key to a lottery is the belief that it’s done transparently.

 

So, by moving to an e-sales platform, the whole issue of physical paper ticket distribution goes away... like many foreign lotteries, you can set up programmatically such that a player can choose their own numbers - and it can be set up such that a number set can’t be chosen if it’s already been issued previously (all sales would naturally be done on a live “online” system and not an off-line download system)

 

However, I also see that the GLO ticket sales does have a social part as well, providing income opportunities to a population segment.  For me, I think by moving to an e-sales platform, the sales revenue will still be there, albeit without the work/labor component... but again, I think given the key to a lottery is players belief in it’s legitimacy, I’d move to an e-platform and even use an outside, independent (non-government) entity to oversee and certify the games mechanisms.

All those peoples from the GLO must be DREAMERS, is it not enough to try to change something, someone must taking care that the vendors that make quite good money with following the directive.

the way to control sales of tickets would be through post offices or other government places...and NOT individual sellers who over charge. It states 80 baht on all tickets...this is what the price should be.

I have been asked as much as 110 baht I DO/WILL not pay this charge. especially on the day of the draw

If the vendors sell an 80 baht ticket at 100 baht they make 20 baht. If they sell 1,000 tickets, twice a month then they make 40,000 a month profit.

 

THAT is the reason that vendors are fighting to keep the existing system.
