I need to wire in from my account in the USA, to Bangkok, $5000 probably in the next couple of weeks. Will 30% of this be withheld?

No. 30% withholding only on amounts of USD20k or more, and then there are many exemptions depending on usage, and your Thai bank's interpretation.

I just wired $50,000 just put on it for building house, no problem.

17 Jan 07 I wired US$33,000 to my wifes Bangkok Bank account to pay for our house. Transfer went without a hitch, no 30% withheld. My wife has had this account for several years, I don't if this matters or not. Title is in hand. :o

As I said...depends on usage....your bank's interpretation of usage, which in my case has allowed funds over THB20k for retirement visa, and I know in the case of my bank would also be allowable for property investment aswell.
