let's say "a friend" wants to retire in thailand.  he is here now on a visa waiver, has the requisite money in a thai bank, and wants to apply for the non-immigrant O visa here.

 

he needs to return to the US for a week and then return to thailand.

 

can he buy a single-entry re-entry permit, leave for the US, and return before the 90-day duration of the O-visa has expired so that he can apply for an annual extension for reason of retirement?
