Most laws are subject to interpretation both in wording and intended meaning.  The laws as written are not clear at all on this particular topic and it clearly seems to not have ever been the intent of the law.

I have two comments on that. The law as written is totally clear if read literally. Under the literal interpretation of what is written, there is absolutely no doubt that working in Thailand (whether for a Thai entity, overseas, entity, self employed or in any other manner) without a work permit, is not allowed. Now, as far as remote working is concerned, I am convinced that this was never even considered when that old law was being written. The question of whether the "intent" of the law was to exclude remote working does not arise. The Thai authorities have taken the pragmatic view that digital nomads are not negatively impacting the economy or society. They have, therefore, decided to tolerate what is theoretically an illegal activity.
