I got recently Retirement Visa in Hua Hin and then moved to Chiang Mai by motorcycle, found a room and signed one-year lease agreement with the hotel. The hotel staff confirms that TM30 form has been sent to Chiang Mai Immigration Office.

 

My stuff was sent to Chiang Mai by Thai Post and that was my mistake because some things were missing from the suitcase including the green book for the motorcycle (though it was the only valuable thing).

 

For making a request to Land Transportation Office for a new green book aka tabienrot one has to submit a police report on the loss (DONE, took 5 min) and Thai Residence Certificate to prove their current address.

 

Today I went to Chiang Mai Immigration Office at Promenada but the Imm officer who was responsible for issuing RC told me that I can't get Residence Certificate in Chiang Mai because my Retirement Visa was obtained in Hua Hin. I was trying to explain that now I've moved from HH and permanently live in CM, here is my long-term rental contract etc... no reaction... "your visa extention made in Hua Hin, go Immigration Hua Hin!".

 

What should I do in this situation? Do I have to go to CM Immigration Office and fill TM030 form by myself, so they update their database, OR to wait until my first 90-days reporting then they update their database... OR to apply for CR in Hua Hin (noncence cos my current address is in CM)?

You need to formally change your address to Chiang Mai immigration by doing a TM28 change of address form. To do it you will need proof by way of your rental agreement.

You will need get proof the TM30 form was done.

Before you go any further, you best be certain that the DLT in CM will deal with the green book issue for a vehicle registered in Hua Hin with no paperwork from them.
Immigrations idea of you getting a Resident certificate in Hua Hin won't work anyway as it wouldn't be accepted for anything in CM. They are province specific. People have already tried that one by obtaining one simply by booking in to a hotel in Chonburi and attempting to use it in Bangkok. It won't work.
You need to speak with the DLT in Hua Hin and CM before you do anything further.
