Yes you can do that. I did the same; went to Bangkok Bank in Pattaya (South Pattaya Branch). Only needed my Passport. I showed him my Adress on my Business Card and after some days I could pick up my Bankbook and a Visa (Debit) card.

If one Bank should refuse you, just go to the next.
