A friend is currently on a 3 month NON-B issued in Laos. He is thinking about getting a retirement visa straight after.

Am i right in thinking that he does not need to change the visa before he can apply for retirement visa at immigration? I know if you had a Non-B issued by immigration in thailand you may have to get it changed to a tourist visa or something before you can apply but if he already has a Non-B what is the rule?

Some offices might not accept an application for a extension of stay based upon retirement with a non-b visa entry. He will need to check with his local office to find out it they will or not.

The only requirement in the rules is to have a non immigrant visa but some offices will want a non-o visa entry.

If they don't accept it he would have go out of the country to get a non-o visa.
