as i understand it:

to extend my tourist visa i go to local immigration near to the time the original visa expires, say a week before. they will extend it for 30 days from the end time of the original tourist visa.

are these two assumptions correct? go near end of expiration and the extension will be dated from end of original visa

to change to a type 'o', assuming i meet the qualifications for my category, i go when i have 21 days OR MORE remaining on my now extended tourist visa.

this seems to mean that within about 2 weeks of my going to get an extension i will go back to change it's type.

is this assumption correct? to change visa type, go when there are MORE than 21 days left on extended tourist visa.

Regarding the tourist visa, both assumptions are correct. I just extended mine two weeks ago at Suan Phlu in Bangkok.

I don't know about the O visa, someone else will have to tell you.

If you have 15 days or more before your 60 day stay is up you can try to do conversion to non immigrant now rather than do a 30 day extension. They want you to arrive with 21 days remaining but may allow 15 days if your paperwork is good for conversion.

The normal key is 21 days or more remaining on your current permitted to stay stamp for conversions.

Is this still up to date and can a friend of mine change it in Pattaya Immigration also after married?

All his paperwork he has but not enough remaining days on his TV from Penang.

It should still be valid but anything under 21 days is up to officer I suspect.
