Does vinyl wrap change Green Book?

Assuming you are applying to 100% of the vehicle body then yes, you are changing the color and appearance of the vehicle.

You should also notify your Insurance company. If the "wrap" is not notified and becomes damaged, it may not be covered.

Does probably depend on how much percent of the original color you change, i would say if it's more than 50% you have to update the green book.

Afaik motorbike insurances don't cover extras, only the original state.

Duuh, I was joking that they were wanting to change the colour of the BOOK, not the vehicle. Don't panic Mr Mainwaring!

You must {Should}follow the rules same as the wrapped commercials like the Energy Drink and Mobile Phone folks do. The price is posted in the Tax place in Thai only as usuall. My  Thai Chum does wraps, its not that easy, ive tried and failed.
