"Person with a grudge" put feces in drinking water tanks at Nonthaburi condominium

Residents at a four block condominium in Nonthaburi were shocked to discover that plastic bags containing feces had been put in their water supply. 

 

A technician doing cleaning at the condo found bags of feces in the tanks used to supply drinking water to both Blocks A and B. 

 

Blocks C and D were unaffected. The condo was not named in the Sanook story. 

 

Police are set to be informed. 

 

Sanook said that it appeared that it was a deliberate act by someone with a grudge against the condominium.

I don't get the plastic bag thing. Were they open bags? Sealed shiut bags?

Maximum impact would be no bag at all !

My first question would be to the Juristic person of the Condo, Why weren't there any locked covers?
