Vehicle tax renewals to be suspended for non-payers of police traffic fines as agencies link systems

Starting in the first quarter of next year, police-issued traffic tickets will be linked to the Land Transport Department’s system, resulting in a suspension of vehicle-tax renewal for those failing to pay traffic fines, deputy department chief Kamol Buranapong said on Monday.

 

This is now pending the final touches being made to information-linking guidelines between the two agencies, and it should be implemented by the end of March to discipline offending motorists and boost road safety, Kamol said. 

 

One of the issues pending the two agencies’ agreement concerns a person’s ability to appeal the vehicle-tax renewal suspension due to their failing to pay fines for an accumulated number of traffic tickets.

 

In this regard, the idea is for the Land Transport Department to issue a round-shaped sticker to give the motorist up to 30 days to clear the fines and renew their tax – or they will be hit with the charge of failing to renew vehicle tax, punishable with a maximum fine of Bt2,000. 

 

Whether a motorist will be allowed to appeal the tax-renewal suspension will be a matter for the police’s discretion, he added.

 

Eligible cases in point include a motorist facing an accumulated amount of traffic tickets in various police jurisdictions, or a motorist whose registration-plate number is illegally used by another vehicle driven by someone who then breaks the traffic law, he explained.

 

Meanwhile, as for the latest update on the merging of two outdated laws – the Vehicle Act of 1979 and the Land Transport Act of 1979 – into one piece of draft legislation under a new Land Transport Act , Kamol said the hefty fine of up to Bt50,000 for the charges of driving without a licence or driving with an expired/suspended/confiscated licence, would now be amended to a lower, as-yet unspecified amount. 

 

The deputy department chief sad the draft bill was now before the Secretariat of the Cabinet, which would then forward it to the Cabinet and the National Legislative Assembly for approval. 

 

The Land Transport Department renews vehicle tax for around 100,000 people per day.

I have been wondering how does the automated ticketing system work (the one you get the fine posted at home similar to the OP photo) for those using red plates.

LOL u think Somchai will pay 50,000 baht for having no licence????? ????

The info link up should of been done prior to implementing the camera system and discretion should not be left to the police concerning enforcement. If they don't pay impound the car. 

So they will not bother renewing the tax and when stopped and ticketed for that they won't pay that fine either.

Could also be used to stop transfer of ownership until all fines paid.

NO it  wont, it  will do nothing to stop accidents as the main cause is  not speeding its  sheer incompetence and lack of attention, whether Somcahi Ferkwit is doing 100 or 90 or 80 or 70 in a 90kmh limit  will make  bugger  all difference, combine that with the tailgating and see "speeding" for what is really is..................almost nothing in LOS

Just means un registered cars no insurance speeding is 1000 baht unregistered is 2000   so two tickets your in front ?

As if any apparent punitive action will stop people here. If they do not pay fines they will not tax their vehicle. What they should do is to ban the mandatory insurance for these vehicles, then if they have any accident the driver/owner will hav e to pay the fines and costs. Now that would hurt !!

Did they not bring in a law saying red plates can only be used for a very small number of days/ The plates belong to a motor dealer, so they should know which vehicle was using their plates when an offence was committed.

No it wouldn't... just anyone hit would suffer more...

Better to impound the vehicle... and crush it on a 2nd offence.

so they should, trouble is thais think they dont have to pay if they dont want to, they should seize any vehicles found without registration straight away, fines would be paid a lot quicker if they didnt get their vehicles back till they were otherwise the fines will simply be ignored as they are now, jail time would also help. They could also sell off vehicle to recoup money owing if fines arent paid within a set time, screw the idiots they refuse to pay

Not all red plates belong to dealers, It is very easy to get a set of red plates made. I know of at least 3 places that make them to order, in a very small area of the town. You only have to ask to pointed in the right direction.

For all the naysayers, its better than relying on the police to enforce the laws.

No amount of fines for speeding, no Licence, or valid Tax will stop these idiots from committing total mayhem and carnage on the roads in Thailand.

The problem starts by allowing school kids in the 100,s of Thousands to ride motoe cycles and drivecars to School every day.

A mind set that has been allowed to get away with breaking the Law from the age of 7 or 8, cannot be changed when the kids become legally able to ride on the rides.

Well, better than nothing.
But I would guess in reality nothing will change.
They continue with the ignorance of every law or rule.
And for the fines, 2000 is not enough but to be fair to low income earners and hi-so's just impound the vehicle on the spot until the case is settled!

A 2000 THB fine for not paying tax is cheaper than actually paying the tax, let alone any speeding fines.

Wow, almost sounds like the sketch from the Monty Python team. The two east end guys trying to find a way to extort money from people. They first said they would not beat people up! if they did NOT pay them any money??? Well of course this did not work? For as long as I have been driving ( UK ), almost 45 years. You could not get Road Tax, unless you produced a valid insurance and MOT certificate! Yes I feel both countries could work together on this, and between them!!! You could have a sure fired way of ensuring all fines are paid for. In Greece, you cannot sell a house/boat or car, without the tax office giving the all clear on all outstanding adepts? Yes all??? parking fines, illegal buildings etc etc. I should of been a MP!!!! I know many people who live on the little island I live on in the northern summer, they have fines outstanding for years. If Greece pulled all the outstanding fines in, they woule be a comparatively rich country. But of course, no one has the money to pay the fines!!

     

I agree,,,,, you need to impound the vehicle & after 6 months being unpaid issue a new blue book & sell the car by auction.

You cannot let them drive without 3rd party insurance with impunity !!!!!

Just cannot get the police out of the transaction ???? someday the police won’t be the courts?

I agree with many forum members here that there will be no improvement to either the Thai driving or the mindset that goes with it. It's a puny effort and it'll just get the usual Mai Pen Rai attitude.

If they really wanted to enforce motorcyclists to wear helmets they would have been doing this long ago. Three weeks of chaos and the whole of Thailand would magically be wearing helmets.

Best example is Vietnam that it can be done.
Problem here is simply law enforcement by the police and the crackdowns that only last one day instead of one month!
