heard from one source that someone can get a non imm "b" visa without travelling to another country

pass the valid passport and pay the fees and get it within 3 weeks.

understand that the visa is issued somewhere in Europe

You will not like the Immigration Detention Centre at all. The visa you describe is not a lawful visa at all and the dimmest immigration officer will pick it in a nanosecond.
