If there was a way to identify the owner, then yes of course, every time. If a lump sum of money found randomly in the street and remembering where we are and the police cannot be trusted to find the true owner .......then probably no!

 

But with ID, definitely I would try to find the owner.

i would contact the Chinese embassy here in Thailand. ????

Lucky there's a ministry of embellishment to cover these story's should soon he hearing of someone getting back more than they left????
