I suspect it is not, based on other things I have read on TVF.  A member, whom I will not name, sent me this:

 

Pending their 1 April 2019 cessation of accepting ACH formated domestic transfers except directly from the U.S. govt (e.g., SSA, not credit unions), Bangkok Bank New York is rejecting all new transfers.  That is why your test amounts were rejected.   I have done a lot of research on this and have had multiple contacts with Bangkok Bank New York and am going through the same problem of setting up a new transfer method.   Bangkok Bank want the transfers in IAT ACH format from now on.   Banks and credit unions resist automatically because, they say, IAT ACH format is for overseas transfers and transfers via the New York branch is domestic.
