i totally agree with your sentiments. But you fail to mention the rights of citizens, part of what democracy hinges on.

It will be a difficult subject, maybe an impossible subject to resolve. 

You would expect some countries to welcome them into their community, but this has never occurred.

 So the citizenship rule applies. And these radical citizens must face the rule of law  (number 1)

and the monitoring of them (number 2) and hopefully a debrief and change of heart (number 3).

And if monitoring shows radical inclinations, let them face democratic law. This is what a Democracy is all about.

This is what the rule of law is all about.

Erode those basic fundamentals, and we end up with another Russia. 

Preserve our Democracy at all costs.

Preserve our democracy by allowing people to live "here" , people who are just back from forming their own country by violent means and not living democratically and would happily do the same thing "here" , replace our democratic life with a sharia state ?

Sigh. The point is Assad enabled islamists to enter Iraq. One of the reasons US imposed further sanctions on Syria in 2004.
