That is not possible and it would be illegal if it was done.

The guy is bragging about it on facebook and I doubted it, but he claim it is true...... Strange people there are.

While they might accept postal applications (as do many consulates), you cannot apply for a Thai Visa while in Thailand.

Using a 2nd passport and a mail-drop in Laos, one could one fool the consulate, but the risk of an IO looking at the issue-date, and noticing you were stamped-in to Thailand on that date, sets one up to getting busted anyway.

One night in Savannakhet a year is not the end of the world. I don't know why people would go to so much trouble to put themselves at risk of legal-problems.

If applying in one's home-country consulate (Non-OA or METV), it might be worth it to do this by mail remotely - but legally - while staying in a country other than Thailand while it is processed.

5. To apply for a visa, a foreigner must possess a valid passport or travel document that is recognised by the Royal Thai Government and comply with the conditions set forth in the Immigration Act of Thailand B.E.2522 (1979) and its relevant regulations.  In addition, the visa applicant must be outside of Thailand at the time of application.  The applicant will be issued with a type of visa in accordance to his or her purpose of visit.  For more information on types of visas and general requirements for each type of visa, please see Types of Visa and Issuance of Visa.

However I clicked on the link, and this showed up, showing that a post-application can be accepted.. strangely enough...

6. In general, applicants are required to apply for a visa in person.  However, Royal Thai Embassies and Royal Thai Consulates-General in some countries and in some cases may also accept applications sent through representatives, authorised travel agencies or by post.  Please enquire at the Royal Thai Embassy or Royal Thai Consulate-General where you intend to submit your application of acceptable ways of application.

And it can only be submitted by mail from within the country where the embassy or consulate is located. But if there is no Thai embassy or consulate in the country where a person is living it may be possible to send it to the designated embassy for that country.

The simple fact that there will be no out/in stamps in the passport screws the whole idea. Same for the computer records, no record of you leaving Thailand from where? and no record of entering Thailand at where?

Too easy for them to spot those missing stamps and records.

Postal applications are no problem if the Consulate or Embassy accept them. But you cannot apply by post from within Thailand.

The issue with your friend is not that they used the post, but that they were physically in Thailand which is against the rules.
