Apply for a tax ID at your local revenue office and then file a claim for repayment of the withheld tax. If you received the interest and tax deduction this calendar year you will have to wait until January 2020 to make the claim. Lot of old threads, and some more recent examples, about the process and lots of TV posters claim back their withheld interest.
