Multiple entry Non-B visa , directorship requirement

Hi i was recently refused in penang a multi non b as i was not director of company only shareholder, for serious health issues i cannot be a director as i will lose my social welfare medical benefits.

i have been advised to try Yangon , kota bharu or hong kong, has anyone recently visited these consulates and had a successful application for multi entry non b  but are not a director?

Second question, looking at the consulate websites , ther eseems to be 2 types of non-b , to do buisness or just be employed? i was wondering if i removed myself as shareholder , would i have a better chance of just an employee only non b as opposed to a business non-b?
