Can someone please confirm that if I arrive to Thailand on a 30 day tourist visa that I can go to Thai embassy in 

savannkhet and get a one year multiple non o visa before the tourist visa expires? I am moving to Thailand with my Thai wife and don't have enough time

to get the non o visa from the Thai (USA embassy in America). After I get the non o visa in savannkhet I will start the process of converting to a non o visa (marriage based visa and renew yearly at Thai immigration).  Is this all correct and can be done?

Yes. You can go to Savannahket whenever you like.

You don’t convert to anything. When you enter using the Non ‘O’ visa you'll be granted permission to stay for 90 days. Towards the end of the 90 days you need to leave the country or apply for an extension of stay (permit) based on being the spouse of a Thai.

 

If you’re planning to apply within the first 90 day entry you only need a Single entry Non’O’ available from Vientiane or Savannahket. If you want to delay applying for the extension you can get a Multiple Entry Non ‘O’ from Savannahket only, and can extend your stay for 1 year towards the end of any entry.
