How do you get your passport certified in Bangkok? Passport is USA.

USA Embassy will verify or "certify" your passport. You need to make an appointment.

What does certified mean?  What do they do?  What or who is asking for it to be certified? Does it not stand on its own face value?

US embassy will certify anything. It is all about taking an oath under the penalty of perjury. Certifying is a passport means, I think, that the passport belongs to you. They won't certify that US state department has issued that passport, or the picture and name and other information in the passport are correct and yours and your only. To do so, they need to do a forensic investigation. You will most probably take an oath that the passport belongs to you and all the information in that are correct and it's yours only, e.g. name, date of birth, place of birth, etc.

Certifying a passport is an easy process, where your embassy creates a "True Copy" of your passport. Usually, banks, or government offices in Thailand want to have certified documents. 

 

The certification of a passport is done at your Embassy/Consulate and is needed at some government offices to issue certain documents. This may also require a translation of the certification from English into Thai which is also done by your embassy, or a translation service. The embassy then puts a stamp on it with the day/month/year and puts a "True Copy" stamp on it.

Does a photocopy of an original passport notarized by a Thai notary public generally serve the same purposes as certified copy?

No, that would simply be a notarized copy.  If you need a certified copy you need to go to your Embassy to get one.
