I presume that nothing much has changed with the Thai consulate in Savannakhet, wrt the non immigrant O visa multientry for marriage. 

 

Is it still 5000 Thai baht? Submit the application in the morning between 8-11am, and then collect the passport the next day at 2pm?

 

And the documents you need to submit are:

 

Your passport. Original marriage cert and signed copies. Signed copies of the Thai spouse's blue house book and ID card.

 

Is there anything else needed nowadays?
