If a private institution is accredited by the ministry of education, does it mean it can give me documents to do my ED-VISA?

I assume you could contact the ministry of education office in province where they are located to find out if they are registered.

usually the school headmaster will tell you when you get hired, they will take care of the visa for you or they will prepare all the documents and hand them to you or they go with you to the IMO, see it many times

The labor department should know it. There are plenty of educational area offices, but they're difficult to find and often not very good at English.

The OP is asking about attending a school to and getting a non-ed visa not working at a school.
