Hopefully someone will have the necessary age-related information.

Certainly if they are younger then if they are registered with the Thai Social Security system and have the relevant card then they can get treatment at the hospital named on the card.

Your employer should register you and you should start paying the monthly fee. I am not sure if there is any age limit.

Can someone over 65  get a work permit in Thailand?

Yes they can. There is no age limit.

To be on the Thai SS for medical you would have had to be working and have a WP before you became 60 and you keep the medical as long as your employer or your self continue to be paying into it.  After 60 you can still get a WP but will not receive the medical coverage

I was denied coverage in the government SS insurance system when I was a teacher at the largest, main, secondary school in CM when I was 58.  I was denied because of my age.  The school told me that if I was over 57 they would not enroll me.  I taught there with no coverage and no medical issues until I was 65.  As a result, I do not have access to SS coverage today, and when I retired I was also denied coverage by one of the largest health insurers in Thailand due to age and a pre-existing condition, which does not really affect my health day to day.  Now I am 71 and no insurer in Thailand will even talk to me.  I have lived and worked in Thailand and paid taxes here for almost 30 years.  I have a Thai family  that depends on my support.

Like you, I am one who must make provision through private funds now for ill-health, but that has been my case for more than thirty years, and it has cost me one ten-day stay in hospital in that time - a substantial saving on ten years of increasing insurance premiums.

I got my first WP when i was 50 and was covered by SS then retired and got another WP with a different company at 58 and was covered by SS and continue to be as now retired and pay it my self. I was approached by 3 businesses to come out of retirement at 62 yrs old. I contacted the SS office in Rayong and they told me if i went back to work on a new WP i would not be able to get Medical coverage and continue to get it once i retired again as the cut off is 60 years old . Based on this i decided to stay retired.I am guessing your HR person was lazy and did not wish to deal with the paperwork maybe. Maybe like immigration each office makes there own set of rules.
