Anyone know what the holdup on this is?

Seems to complete at the M7 junction and the spur to Ban Ampur - so why not open?

At the moment the stretch of Sukhumvit that it joins  is a nice new widened and freshly tarmacked

If you fly into Utapao, you will see it is not finished.  Some bridges not complete mostly.

I would say 6 to 9 months. Hopefully sooner.

if you find one of the earlier articles the original opening date was always 2020.

I think that they have not even started the toll booths also.

I think the bits that aren't ready are on the stretch towards Rayong.  I thought 2019 was the date for the Ban Ampur spur.
