best laptop for raw photo editing with Thunderbolt 3

I am thinking about a new laptop.  I really prefer a desktop but find my iPad is not good with RAW files   I use Lightroom but it is annoying deleting files all the time. I have old 9.7 inch iPad Pro.   Since my vision is not so good I tend to like those detachable or foldable laptops I can get closer to read easily.   I am interested in Thunderbolt 3 so that I can attach a GPU and have the best of both worlds.  Any suggestions on a modest price unit?  Microsoft surface seem over priced. Thanks for ideas.

You perhaps can decide if you want to take the chance of importing one or getting a friend to bring it over when they visit. 

Obviously not the most convenient method. But if that brings the price down to something reasonable...
