If that DTAC SIM is already registered in your name and passport info, they should be able to renew it, but there are no guarantees that "cannot" will not be the response. The DTAC (and maybe TRUE) apps can generate a proof of registration and ownership. AIS app says that feature will be available this month. Currently, one has to do a bit of the hokey-cokey at an AIS store to get a printed receipt which contains confirmation of name, address, passport, phone number ownership. I did it last week, they charged 50 baht which is instantly refunded.
