If after entering Thailand on your single-entry non-B visa you wish to leave and re-enter Thailand during the validity period of permission to stay stamped in your passport, you need a re-entry permit, for which you can apply at you local Immigration office.

forgot to mention that I will be applying for a multiple entry non B;

do I still need a re entry permit?

Nope. You will be granted a 90 day stay every time you enter Thailand during the validity of your multiple entry visa.

Not sure where you are going but make sure you have the required paperwork for that Consulate as very few places are keen on providing multi entry B visas these days.
