I don't have a taxation number for Thailand, I'm sure I don't need one, I am being asked to prove that this is not a requirement, can anybody point me in the right direction where I will find documented proof of this fact?

If so it's "Reason C". You are not required to provide it simply because Thailand has not yet implemented CRS, they are a signatory but do not expect to implement it until 2022.

Given they haven't implemented the legislation, they cannot require financial institutions to collect and report TINs, and therefore you do not need to provide it.
