They appear to be better than in the past.

You have to apply online there.See: http://www.thaiembassy.sg/visa-matters-consular

going through the application, they are asking for name and address of Guarantor in thailand and in singapore

why should i have that if im just applying for it in there

No on line applications in the US. You can apply by mail or in person at the embassy or one of the 3 official consulates. Or in person at one of the honorary consulates.

Why are you wanting to change to a non-b visa from a non-o visa? If the non-o visa is based upon marriage or being the parent of Thai you can work with it.

You can use the income from working it is 40k baht or more to apply for a one year extension of stay based upon marriage or being the parent of a Thai.

You can certainly stay on the non-o visa for as long as it is valid.

yes i know but im going to change from non-o to non-b, would like to be independent on anything but my company here, question is if the non o expires on january and i apply for the non-b while being in the states right before i come back to thailand, is that ok ? i would be arriving at the embassy applying for non-b while the non-o is already expired, that still ok ? i do have a new work permit now for the next year.

You current visa being expired would not affect the application for a non-b visa.

Do you plan on getting a single or multiple non-b visa. You may find it difficult to get a multiple entry non-b visa.

The requirements to apply for a non-b visa for working is at the bottom of the page on the embassy website.

https://thaiembdc.org/consular-services/non-immigrant-visas/non-immigrant-visa-category-b/

It only shows a single entry visa and does not mention the length of validity of a work permit that is needed.

You get the re-entry permit after you apply for a extension of stay.

I was not sure if you were wanting a single or multiple entry non-b visa. Both allow a 90 day entry.
