If Citibank don't charge for international ATM withdrawals then it should not matter whether I withdraw 1,000 or 10,000 baht as no thai bank fee or transfer fee when using a Citibank ATM.

Am I correct ???

It depends on what country one's Citibank account is located in, and what kind of account it is.

 

Regular U.S. Citibank accounts generally do charge foreign currency fees, except for high value CitiGold accounts and such. But supposedly Australia-based Citibank accounts do not. YMMV.

CitiBank is much like McDonalds, each country is like a franchisee and makes up their own policies

 

I had both a US and Thai CitiBank account, yet when I went to a CitiBank branch in Frankfurt I was charged the non CitiBank customer foreign exchange service fee to use my US CitiBank ATM card.  Same at a CitiBank in Jakarta
