Never heard about that regulation, normally the threshold is 50.000 - and the only thing that happens if going under is getting a shorter WP of 3-6 months, and I guess at some point a denial... Was this a local application somewhere? Would not be surprised in the least if someone local simply "invents" a regulation like that!
