If one maintains some sort of home state ID, then they would be part of the districting that determines number of state representatives or even federal Congress representatives. I would think some are expected to be counted, depending on the wording of the census form/question. I often am not physically in my home as I work on the road as a contractor, so on the last census the questions as worded meant I was not counted anywhere. Link to comment
