is there ANY country close to Thailand I can travel to now or ASAP?

I think no visa on arrival currently, you need one from the Cambodian embassy.

It is also the question if Thailand lets you out, most land borders are still closed by Thailand.

I too am of the same mindset as the OP.  I planned on touring SEA for a couple years.  I saved money prior and have no need to work (for those who assume no one can ever do this and must be cheating immigration or working illegally).  I decided to wait it out here for a few months to see what and if anything opens up.

I looked into Cambodia as an option as it seems it is loosening its border.  I read the official release about entry requirements and one sticking point about the 72 hour covid free test is it must be issued by your country of residence.  For those who do not reside in Thailand this will be a problem, I think.  Scroll down in this link to see the official entry rules.

I do not see medical certificate of country of residence requirement from your link.  I suggest that you ask Cambodia Thailand embassy and consulates directly.  If any case you need to apply a visa through them as visa on arrival is not available anymore.  Good luck
