My understanding is, that is for the annual incountry extension of your 1 year permission to stay. But that if you leave and return to the country, each 'entry' generates a 1 year permission of stay, for 5 years. Hence if you never stay here a year, you dont interact with local immigration until the 5 (to 6) year mark. 

Hell even 5 years is worth chasing.

When reading the requirements/conditions for an O-X Visa on the Thai Embassy website of my home-country it states:

1 - Upon arrival in Thailand, the immigration officer will grant the Non-Immigrant O-X visa holders the stay permit in the Kingdom for the period of not exceeding 5 years according to visa validity.

> So you do not get a 1-year permission to stay, but a permission to stay which corresponds with your Visa validity and can be 5 years (according to Visa validity).

2 - Foreigners must report, in person, to the immigration officer every 1 year for the examination of the qualifications and supporting documents.

> Irrespective of your permission to stay, you will need to report to IO who will check whether you still meet the (very) high financial requirements as well as the mandatory health-insurance requirement.
