Thai media reported that the Saensuk constabulary in the Bang Saen area of Chonburi were called after residents found the normally locked door leading to the money at an SCB ATM outside a convenience store was ajar. 

 

They thought someone had forced the lock and made off with the money. 

 

Police found the door was faulty and had been secured with a few rubber bands by people who had come to fill up the machine.

The bank are investigating.

it was probably not even working, i'm sure they have better protocols in place than that.

It appears to be just the outer door fitted for aesthetic purposes. The inner safe door looks to be locked.

I expect in their minds this was a suitable repair, like leaving live wires dangling from a recently exploded transformer.

On the couple of occasions I visited I never saw any signs of Plod despite the mayhem on the roads and bikers roaring about all night. 

aren't the money boxed not equipped with a device in case of theft to make the money unusable ?
