The point is that Thailand knows very well there are many foreigners living in Thailand, so this policy is basically saying "you have your own money". It's how Thai authorities see foreigners that's the problem. Why can't they just say it's to promote domestic tourism and offer it to all? What is the reason that they are limiting it to Thais only? I don't think that this policy can be viewed as racist, however racism doesn't have to be specifically targeted at one race to be a racist policy. I have had the unfortunate experience of talking to someone who is racist and I can remember that he generally had a hatred for anyone who wasn't white, simple as that, he hated everyone who was not white and born in the UK. He even had a hatred for black people who were born in the UK, first second or third generation did't matter to him, to him they weren't English and that was that! So according to your definition he was not racist? The Thai government should not limit the policy, simple as that. I was using my original post and your reply to comment on all the posts that have been calling Thailand's voucher scheme 'racist' because it is directed at Thai citizens. Both the American example I gave and Thailand's vouchers discriminate against non-citizens but that doesn't mean they are racist; neither single out a specific race of non-citizens to exclude from their checks and vouchers.
