Yes hopefully positive. I saw this the other day but it is at least 18 months away and based on the other project mentioned probably longer.

Should this increase efficiency when accessing servers in USA and Europe?

It doesn't say a thing about EU or USA. It's Asian only and who the heck wants any connectivity to China? China has it's own internet and they do have great firewall of China to block most of the internet for their citizens.
