My retirement extension expired 2 years ago in Chiang Rai when I move to Hong Kong and I did not come back. I am now in California planning in go back to Hong Kong in October and to Chiang Rai from there. Can I now travel to Chiang Rai from Hong Kong with my USA passport and get a tourist entry visa at the airport?

I still having a valid Thai driver license and a bank account in Chiang Rai.

Borders are closed now and its impossible to forecast what the situation might be in October.  You'll get some clues perhaps at the end of June if entry becomes possible for anybody, but for certain it will not initially be anything like it was before.

Unless you have a Hong Kong residence permit, it is very unlikely you will be able to enter Hong Kong from the US in October. If you can enter, expect mandatory managed isolation.

It is called " Travel Bubble "  even if it opens in Thailand coming from the U.S. highly unlikely you will be allow to return unless you are a diplomat or have business?  Even reports today they might soon a lot China and NZ you got to have a medical certification within 72 hours I suspect this so call certification pretty tough to get in a timely manner will be available for most people or countries?
