Submit application pre- or post-July 31?

Planning to apply for the 90-day non immigrant O visa to be followed by the 1-year retirement visa. Originally intended to submit the paperwork (through an agent) this week, but in light of the new grace period, would rather wait till August or September. 
When I asked the visa agent, he said to do it now because "Immigration Dept allows people to apply from amnesty visa, not sure about future (they normally don't allow)."

Any advice?

(Personal details: age 65, US passport, entered Thailand on a Hong Kong-issued APEC card in March and currently on "amnesty".)

Do you think what visa agent said is valid, or is he merely trying to hurry a prospective client?

The application for the 90-day Non Imm O Visa needs to be done when you still have 15 days (some IOs require 23 days) left on your current permission to stay.

So you won't be able to do it anymore under the current Amnesty (till 31 July), as the Grace Period till 26 September has not yet been officially announced.

Hence there is no reason to hurry this, so better wait till there is more clarity whether the Grace Period will allow the same applications as under the current Amnesty.
