Provincial Department of Rural Development director Liv Samnang said yesterday around 24 percent of the population still do not have accessible latrines. “Some people still defecate in the forests or plantations, despite the fact the health department has educated them regarding issues surrounding open defecation. While we have disseminated information on how to build latrines, some people are too poor to construct their own toilets,” he said. Samnang also said some people live in areas prone to flooding so they are not able to build such structures. “The department has already built more than 15,000 public toilets,” he added.
