Budget Bureau announces delay in new budget disbursement

All government units have been told, by the Budget Bureau, that disbursement of funds from the 2021 fiscal year budget will be delayed until after October 1st, the first day of the new fiscal year.

 

An urgent letter from Mr. Dechapiwat na Songkhla, director of the Budget Bureau, dated September 10th, which was circulated to all government units, said that the new budget could not be disbursed by October 1st and all government units were advised to make use of residual funds from the current fiscal year for necessary spending.

 

The letter, however, stops short of specifying when the budget will be available for disbursement. The 3.3 trillion baht Budget Bill, for the 2021 fiscal year, has passed the first reading in the House of Representatives and the second and third readings are scheduled for September 16th to 18th, before being passed to the Senate for deliberations on September 22nd and 23rd.

Pretty obvious when government revenue has taken a dive there would be adjustments needed to spending.  Time for the government to cash in some of the trade surplus US$ billions it holds and maintain a positive attitude towards its obligations.

Not sure about broke, but money has gone AWOL. Coincidentally yesterday mornings Thai news had a big feature following a number of reports from around the country of pensioners turning up to collect their 600 baht monthly pension and being told that there was no money from the government for this month at the local amour offices.  Following a bit of digging it does appear that no pensioners are going to get this month's money.

That is another thread and it is an old age payment of about 6-800 baht for most over 60 and disability payments.  They paid those in Bangkok on normal day 10 and have advised others payment should be made by the 21st.

I might be wrong but I think laws have to be published in the Royal Gazette for a number of days before they come into effect. So if a bill gets Royal Assent at the end of September it still has to be advertised in the Royal Gazette to take effect. The Minister of Finance resigned and a new one hasn't been appointed so maybe every one in the Government forgot to forge ahead with the budget in a timely manner. 

Hard to do a budget without a finance minister, init.
