By agent I was offered to buy a 3 month visa for 20000 baht.  I was told that I couldn't buy a 15 month visa anymore.  Can anyone buy a 15-month visa?  Can I switch later?

There is no 15 month visa.  When you get a non o visa, the initial visa gets you 3 months, and then some agents can get you a 12 month extension after that for a total of 15 months.

    There is no 15 month visa that can be applied or at immigration.

    You can apply for a 90 day non immigrant visa entry at immigration and then a one year extension of stay that allows a total stay of 15 months.
