More info just came out from Immigration Bureau Deputy Commissioner Maj Gen Pornchai Kuntee:

 

"After that (either Oct 31 if you did not previously secure an extension, or Nov 30 if you applied for an extension before 26th which has been boosted to Nov 30), foreigners can apply to extend their stay for 60 days at a time,” Maj Gen Pornchai noted. “Not many documents will be needed [for the 60-day extensions]. Letters from embassies may not be needed,” he said.

So..

 

If you did pay the money to extend, before 27th you can extend again 60 days?  2 months

 

If you did not, you can extend at end of october.

 

What about non-o ? They had 60 days already

That's reeally good question, be good to hear if they will give a second bite to allow people to set up funds/agent or flights in thse uncertain times.
