Nobody wants this guy arrested. Think of all the potential dirt he and his family have on everyone of note in the LOS.

It is a request for provisional arrest pending extradition proceedings being started by the originating country, so not exactly toothless. Thailand likes to shout about it when they assist other countries in locating and arresting people for extradition, not so toothless then.

Nothing about needing an address to enforce the provisional arrest. That’s the point of a Red Notice, to alert all member countries so fugitives can be detained wherever they try to hide. Firstly we don’t know if all the paperwork to support the issue of a Red Notice has been submitted to Interpol, secondly whether the evidence to support extradition has been gathered by RTP for the time if or when he has been arrested.
