Also been mentioned already: the license plate is a "commercial" one.

Can only be driven with a respecting "truck" license.

Driving such vehicle is always considered work.

Foreigner will never get a work permit for truck driving ("forbidden" job).

So no sense in issuing truck license to foreigner.

Correct me if i'm wrong but I remember very clearly from exam prep, normal license could drive cars with 12 passengers.

 

“Private vehicle” means: (1) a private car for passengers not more than seven in number; (2) a private car for passengers exceeding seven but not more than twelve in number and a private pick-up truck with vehicle weight of not more than one thousand and six hundred kilograms which is not used in transport for reward under the law on land transport
