Why Dosen't Thailand Vaccinate/ Shut off Phuket?

-If the government could source only 100,000-200,000 Vaccines ASAP - By Chinese New Year (Cannot be that hard) - they could vaccinate the most 'at risk' groups in Phuket.

 

They could then shut off Phuket and allow as many flights in - without tourists having to quarantine.

 

If you want to leave -to go to - say Bangkok - then you can only leave on special buses which will quarantine you for 2 weeks
