Applying for Non-O-Visa inside Thailand, still possible?

For a friend of mine I would like to ask the experts here, if this is still possible?

His reentry visa ( and extension of stay, retirement) expires mid January. Now, since Dec. 10th, Royal Thai Embassy in Switzerland allows People to travel visa exemption for 30 days to Thailand. So, if he decides to travel later, he could enter Thailand as tourist, spend quarantine and once out, go to immigration and get a new Non-O and later before that expires, an extension of stay.

Yes that's possible. News to me that entry visa exempt 30days has been reinstated.

Yes SETV is available. 

He could enter with a SETV then obtain non o at based on retirement at immigration. Afterwards apply for annual extension.

9. Non-Thai nationals who hold Tourist Visa/ Special Tourist Visa and Swiss nationals travelling to Thailand

      under Tourist Visa Exemption (updated 10 Dec 2020) (Click here for instruction.)

He can apply for the non-o visa at immigration. Before or when he does the application he would have to apply for the 30 day (maybe 45 now) extension to meet the at least 15 days remaining on his entry requirement  to do the application.
