If someone comes to Thailand now on the 9 month TV would he/she be able to convert it to the retirement extension if he/she decides they want to live here?

That appears to be a special tourist visa (STV) that can allow a total stay of 9 months. If you have one of those you would not be able to a apply for a 90 day non-o visa base upon qualifying for a extension of stay based upon retirement.

If on a single entry tourist visa or a 45 day visa exempt entry it would be possible.

It could also be done with a multiple entry tourist visa but those are not being issued at this time.

So what would he apply for in the UK to make it possible for him to convert to retirement once in Thailand?

He would need 800k in the bank for 2 months before applying or can he apply for  retirement in the UK?

He could apply for a single entry tourist visa at the embassy or enter visa exempt and then change to a non-o visa at immigration. He would need 800k baht on in a Thai bank on the day he applies for it.

Or he could a apply for a OA visa or a single entry non-o visa.

A Non-Imm-O (retirement), a SETV or Visa Exempt Entry. 

 

A retirement extension is only available in Thailand. At the time of applying for a retirement extension, he would need to have had 800k in a Thai bank for 2 months. If converting the entry from a SETV or Visa Exempt Entry to a Non-Imm O in Thailand, (required to later apply for an extension) 800k must be in the bank, and clearly from overseas, on the day.
