Looks like they are trying a balancing act between the virus and the economy. This has been tried in many countries already. The virus always wins. Way too early to be reopening this place. Six weeks would have been appropriate, two weeks to find cases, another to weeks to find the spread and then two weeks in the clear before reopening.
Iron Tongue
How can it be reopened when there is an emergency field hospital set-up there, and the provincial governor begging for a second one? ????
