Yes 

They have been allowed to apply for a COE about 3 months  now.

Of course where have you been? Like UJ said for at least 3 months now. It does vary by embassy on requirements though. For the COE some embassies like the UK only require a re entry permit and $100k Covid insurance and for new Non O applications based on retirement the same insurance as the OA, ie 40k baht outpatient and 400k baht inpatient cover, plus the Covid cover. Other embassies need the extra insurance for existing retirement extensions as well to get the COE, so best check with your embassy.
